First, the lack of unified pallet standards hinders China's rapid establishment of a comprehensive logistics system. While the national standard specifies six sizes for plastic pallets, over 30 different sizes are actually in circulation. This makes nationwide or regional palletized intermodal transport and storage difficult, and the pallets are incompatible with containers and forklifts. Consequently, large-volume freight companies, unable to share pallets, are forced to invest heavily in purchasing them, increasing their costs and discouraging their use of pallets. Many small and medium-sized enterprises (SMEs) cannot afford pallets or simply do not use them at all.
Second, the persistently high price of plastic pallets directly impacts their widespread adoption. The persistently high price of synthetic resins has driven up the cost of plastic pallets, significantly diminishing their original cost-effectiveness advantage. Some small businesses, in their pursuit of market share, aggressively lower prices while simultaneously using large amounts of recycled materials or adding excessive fillers during production. This has led to a flood of substandard plastic pallets entering the market, disrupting market order and creating a crisis of confidence in the industry. This has a significant negative impact on the promotion and future development of plastic pallets. Leading domestic plastic pallet manufacturers complained to reporters about the disorderly and chaotic state of the domestic plastic pallet market. They expressed a strong desire to raise the entry barriers for plastic pallet manufacturers, expedite the introduction of robust and unified technical standards for plastic pallets, and intensify efforts to crack down on counterfeit and substandard products to maintain normal market order.
Encouragingly, with the joint efforts of industry experts, logistics companies, and pallet manufacturers, and the strong support of relevant national departments, the unfavorable factors hindering the rapid development of China's pallet industry, especially the plastic pallet industry, are weakening and are expected to be eliminated by 2011. According to the "Eleventh Five-Year Plan," by 2012, the Pallet Professional Committee of the China Federation of Logistics and Purchasing will formulate and revise more than 300 logistics-related standards. This undoubtedly tells us that the biggest obstacle to the rapid development of China's pallet industry-the pallet standard system-will be established during the "Eleventh Five-Year Plan." Once the pallet standard system is established and perfected, it will remove the technical barriers to the formation of a comprehensive logistics system, at which point China's pallet industry, especially the plastic pallet industry, will usher in a true golden age.
